"MoD Needs More Choice In How It Spends Its Money"
Two men who led the forces through the last Defence Review have warned that there could be recruitment and retention problems unless the Ministry of Defence gets more choice in how it spends its money.
Dr Liam Fox and General Lord Richards both welcomed the government's budget announcement, which pledged to protect defence spending and for the country to continue to meet the NATO two per cent commitment.

But as they discussed the upcoming defence review, they called for greater flexibility from the Treasury on what the money is used for.
