"Russia Waging a Small-Scale War With Ukraine"
Foreign Secretary Philip Hammond has accused Russia of waging a small-scale war Ukraine.
He made the comments during a statement to MPs following a meeting of his EU counterparts in Brussels on Monday.
The leaders of Germany, France, Russia and Ukraine are holding a summit in Minsk today in a bid to halt the conflict, which has killed more than 5,000 people since April.
