Ex-Royal Navy Head "Never Knew" Who Made Aircraft Carrier Decisions

A former head of the Royal Navy has told MPs he has never known who made some of the key decisions about Britain’s new aircraft carriers.
 
They also heard from a former minister who said he was surprised by an announcement that the ships would be converted to catapult launchers - because he did not remember a final decision on the matter being agreed.
 
Admiral Lord West and Sir Nick Harvey were appearing before a Defence Select Committee investigation into how the MoD makes decisions.
